Sean Price joined Merseyside Police direct from University, Queen Mary College, University of London in 1979.  After joining as a ‘normal’ entrant Mr Price was accepted on the Graduate Entry Scheme (now the HPD scheme) during his first year in service.  After a period in uniform and CID he attended the 21st Special Course and upon its successful completion returned to the Force as a Sergeant, again serving in uniform and CID roles.  Further promotion led to him reaching the rank of Chief Superintendent within the Force.  Notable postings during that period were:

  • Head of Drug Squad Operations as Detective Chief Inspector
  • Command of Admiral Street and Toxteth Police Areas
  • Head of Organisational Change Unit responsible for the wholesale restructuring and re-engineering of Merseyside Police, 1993-1995, and finally as co-ordinator responsible for all territorial policing delivery.

In 1997, having successfully passed the Home Office selection, he attended the Strategic Command Course at the Police Staff College, Bramshill.  The successful completion of this course is necessary to progress to Chief Officer ranks.

Sean Price was appointed Assistant Chief Constable (Operations) with the Nottinghamshire Police on 1st September 1998.  He was responsible for all uniform and CID operational policing within the county.  At a national level he helped with the organisation of the NBPA Conference in Notts in 2002 and represented the East Midlands in relation to terrorism, public order and criminal intelligence matters. In Summer 2000 following a painful period of part time study he was awarded a Masters Degree in Criminology from the University of Cambridge.

He became Deputy Chief Constable of Nottinghamshire in June 2001 changing his portfolio to Personnel, Professional Standards and Best Value.  He was also responsible for the Force’s Demand Management Project.

He became Chief Constable of Cleveland Police on 31st March 2003 where he introduced the ‘Putting People First’ Programme which has greatly changed the way policing is delivered in Cleveland.  He received the Queen’s Police Medal in the Queen’s Birthday Honours in June 2005.

He is the ACPO National Lead on the Airwave Communications Programme, the portfolio lead for the ACPO Terrorism ISIT Research and Development Committee and also sits on the Terrorism and Finance Committees nationally.

In February 2008 he joined the review team reporting to the Home Secretary on the Future of Police IT.  As a result of that work he now Chairs the Programme Board for ISIS (Information Systems Improvement Strategy) working closely with the CIO of NPIA.
