The Cleveland Emergency Planning Unit provides a comprehensive planning service for the 4 agencies represented in support of the Cleveland Strategic Partnership group, the Local Resilience Forum, ensuring resilience planning across the county is maintained and enhanced.
Cleveland Police Emergency and Event Planning Unit
The Cleveland Police Emergency and Event Planning Unit, comprises an Inspector, 2 Sergeants and 8 planners (with a mix of Constables and Police Staff), co-located with the planners from the Fire, Ambulance Services and the 4 Unitary Local Authorities.
The Police planning unit, comprising ‘emergency’ and ‘events’ police planning teams provides force support in relation to major incident and event planning, training, management and response, as well managing issues associated with the chemical, nuclear, pipeline and transport of dangerous goods industries. All staff have individual portfolios of work and are available as Tactical Advisors in the event of a major incident.
The Emergency Planning team contains subject matter experts within the field of incident management, command and control, chemical legislation and has been nationally recognised as a Beacon Authority in the field of Emergency Planning 2007 /8, an accolade which stands today.
The Events Planning team is a new team, developing in expertise, initially concentrating on Hartlepool Tall Ships, August 2010, World Cup football, June 2010 and Olympics 2012.
The joint multi-agency unit provides a one-stop-shop for all partner agencies and industry on planning and resilience issues and ensures all the statutory duties under the legislation: Civil Contingencies Act 2004, Control Of Major Accident Hazards (COMAH), Radiation Emergency Public Preparedness Regulations (REPPIR), the Pipelines Safety Regulations (PSR) and the Transport of Dangerous Goods Legislation are managed along with the many county risks.
The Police Planners hold a wide portfolio of responsibilities but in summary they: -

Develop, improve, test and exercise plans around all County risks

Develop and improve force emergency procedures in line with national guidance

Simplify procedures around response and incident management

Provide guidance, advice and expertise to the force and partner agencies

Deliver training to the force and partner agencies on incident management and response, HAZMAT and command and control

Link into the chemical, nuclear and transport industry to ensure, with partners, that legislative requirements are met

Act as ‘tactical advisors’ to police commanders during incidents and exercises

Liaise with all partners and agencies to ensure a joined up approach to emergency and event planning

Act as liaison between event organisors and Cleveland Police

Plan and prepare for police activity at an event

Provide support to the lead police event incident commander
