Mrs Cheer joined Suffolk Constabulary on 24 July 2006 as Assistant Chief Constable and prior to this worked within the Home Office Reform Unit.

As Assistant Chief Constable, Mrs Cheer undertook the role of Gold Commander for Operation Sumac – the murders of five female prostitutes in Ipswich in late 2006, for which Steve Wright was convicted on 21 February 2008.

Jacqui became Temporary Deputy Chief Constable on 3 August 2007 and was promoted to the substantive rank on 5 November 2007.

Her portfolio areas within Suffolk Constabulary were Human Resources, Strategic Change, Strategic Performance, Corporate Communications and Corporate Services.  Mrs Cheer holds the National ACPO portfolio for Animal Health.

Mrs Cheer joined Cleveland Police as Temporary Chief Constable in October 2011
