THIS HEARING HAS BEEN ADJOURNED WITH A NEW DATE TO BE CONFIRMED

 

On 20 May 2024 at 10.00am at Scotswood House, Thornaby Place, Thornaby, Stockton-on-Tees TS17 6SB a misconduct hearing under the Police (Conduct) Regulations 2012 will take place in relation to PC 2466 Robert Coffey.

 

It is alleged that PC 2466 Robert Coffey has breached the Standards of Professional Behaviour for police officers, specifically the standards of:

1. Discreditable Conduct;
2. Duties and Responsibilities; and

 

 

It is alleged that…

 

On 23/03/2019, PC Coffey was on duty in a marked police vehicle along with a female colleague, who was under his tutelage. Having been informed of an on-going domestic incident involving Mr B and Miss A, PC Coffey:

1. Failed to take adequate steps to safeguard Miss A; and/or
2. Failed to take any or adequate steps to investigate properly what had happened; and/or
3. Failed to conduct any or adequate assessment of the risks posed to Miss A; and/or
4. Failed to promptly and/or adequately record the incident on police systems.

 

It is contended that (if proven) the allegations amount to gross misconduct.

 

 

The hearing will be in public. The Legally Qualified Chair (LQC) will be Mr Gerry Sydenham. Any representations, including by any news or media organisation, regarding the imposition of reporting restrictions (or other conditions on the hearing) should be made in writing to the LQC c/o DCI 1639 John Bonner, Cleveland Police, Directorate of Standards and Ethics, Avenue Road, Hartlepool TS24 8AJ by 4pm on 15th May 2024.

 

If members of the press or public wish to observe the hearing, they are required to pre-register, leaving their details including contact telephone number and email address. Anyone who has not pre-registered will not be allowed to attend the hearing.

 

No external recording or filming of the proceedings is allowed. Anyone being disruptive during the hearing will be removed.
