The collision occurred shortly before 11pm on Saturday 10 August involving a motorcycle and a car.
At this stage it is believed the white Hyundai was exiting California Road when the collision occurred with the Honda CBR 600 motorbike that was carrying two people.
Shortly after the collision, the rider fled the scene leaving the passenger, aged 16, on the ground.
He was taken to James Cook University Hospital by ambulance with significant injuries and is in a serious but stable condition.
The driver of the car has been arrested on suspicion of causing serious injury by careless driving and is currently in police custody.
Officers investigating the collision are appealing for the rider of the motorcycle to come forward and appealing for information, CCTV or dash cam footage that could assist with their enquiries.
PC Peter Madden said: “We are following numerous enquiries to establish what caused the collision to take place.
“To help with our investigation I am asking anyone who witnessed the collision or has information, CCTV or dash cam footage to get in touch.
“I also want to take this opportunity to encourage the rider of the motorbike to come forward as soon as possible while we will continue to seek their identity.”
