The assault involved a man, aged 19, being attacked by a group of men on Victoria Road near to Loons Bar.
It took place at approximately 5.15am on Sunday 25 August.
Following numerous enquiries, including reviewing CCTV footage officers established numerous members of the public were in the area at the time the assault occurred and intervened to help the injured man.
Officers are appealing for those people to come forward if they have not already spoken to police.
PC Connor Bide, from Hartlepool Police, said: “Since the man was assaulted, we have been following numerous lines of enquiry including reviewing CCTV footage on that street.
“Following this I can see members of the public were present at the time the attack occurred and intervened to help the teenager.
“I want to take this opportunity to encourage them to contact police if they have not already spoken to officers.”
Two boys, aged 15, and a 22-year-old man have been arrested on suspicion of violence against the person and since been released on conditional bail.
If you have information, CCTV or dash cam footage that could help officers with their investigation please call Cleveland Police on 101 quoting reference number 163720.
