The 21-year-old woman and a 30-year-old man were arrested today (Sunday 4 August).
Following questioning in police custody the Crown Prosecution Service authorised officers to charge the pair with violent disorder.
They have been remanded in custody to appear at Teesside Magistrates Court on Monday 5 August.
The charges relate to acts of violence that occurred during a protest in Hartlepool on Wednesday 31 July.
