Just before 2pm today, police received a report of an assault on Allensway, Thornaby, outside the Job Centre.
The incident is believed to have happened as a result of a traffic dispute.
A man aged in his sixties suffered injuries to his nose, for which he went to hospital for treatment. A second man who was with the injured man left the scene prior to police arrival.
Four men aged 25, 26, 52 and 54 have been arrested in connection with the incident.
Enquiries are continuing.
