A vehicle reportedly failed to stop for police on Thornaby Road and a short time later the vehicle collided with a fence on Pacific Drive.
Several people made off from the vehicle and with the help of police dog Moose, one man was arrested and the vehicle was seized.
The 19-year-old was arrested on suspicion of failing to stop for police, careless driving and possession of a Class B drug. He has since been bailed pending further enquiries.
