An electric scooter was travelling along Redcar Lane when it failed to stop at a red light as it reached the crossroads with Lord Street.
The scooter then collided with a car that was travelling westbound through the crossroads.
It caused the rider and the pillion passenger to fall from the scooter.
This resulted in the rider sustaining a serious injury and the passenger suffering minor grazes to his hand.
The collision took place at 8.15pm on Thursday 11 July.
Officers investigating the collision are appealing for anyone who witnessed the collision, has CCTV or dash cam footage to come forward.
PC Mick Fearns said: “While we are currently conducting enquiries to further evidence what occurred, I am appealing to any drivers who were in the area and have not yet spoken to officers, to please get in touch.
“I would also encourage anyone with dash cam or CCTV footage to please contact us.”
