Officers are investigating a report of suspicious behaviour on St Mary’s Walk in Middlesbrough at around 10:45am on Sunday 17 March.
When challenged by a member of the public he made off towards Church Lane.
The man is described as white, aged 30-40 years old, around 6ft tall and stocky build, with short dark hair. He was wearing a pale blue t-shirt and grey jogging bottoms at the time of the incident.
