A Mercedes was travelling on the westbound carriageway passing through the junction of Cargo Fleet Lane when it collided with a white Ford Fiesta.
The Ford Fiesta is believed to have failed to stop at a red light.
It occurred at approximately 11.55pm on Wednesday 25 September.
A 39-year-old man sustained serious injuries and was taken to James Cook University Hospital where he is now in a stable condition.
Officers investigating the collision are appealing for anyone who was in the area at the time and may have dash cam footage or information, to come forward.
PC Jonathan Fisher said: “While we follow numerous enquiries to establish fully what has taken place, I would like to appeal to anyone who may have been in the area shortly before and after the collision occurred to get in touch.
“Any information you have, no matter how small, could help the investigation.”
Information can be provided by calling Cleveland Police on 101 quoting reference number 185165.
