The men were caught after fleeing a black Audi that was spotted driving without its car lights switched on.
Officers from the proactive team utilised the force’s drone on Hall Drive and the two passengers were detained.
While the vehicle has now been recovered by police, enquiries are ongoing to identify the driver who fled the scene.
It is believed that the vehicle was not insured and was unsafe to drive due to balding tyres.
The activity occurred at approximately 9.30pm on Saturday 1 March.
Anyone who has information is asked to contact Cleveland Police on 101 quoting reference number 036333.
