This is a brief overview of the legal requirement to publish by both the force and the OPCC information in regard to the cost of granting facility time to representatives of Staff Associations and Trade Unions that has been provided to them in order to effectively carry out their duties as a representative of the Staff Association or Trade Union.
This report has to be published on the force website for any member of the public to read and the electronic submission of the data to the cabinet office has to be completed by 31st July 2021. Our publication must also advise as to how much as a % the money equates to from the staff salary budget
As the OPCC has had 49 or less employees for at least 7 months of the 12 months between 01.04.20– 31.03.21 there is no legal requirement to report on any costs incurred in regard to facility time granted.
In regard to the force as more than 50 employees have been employed for more than 7 months in the period 01.04.20 – 31.03.21 then we must publically publish the costs of facility time, including NI, tax and pensions, there is no need to report on Federation and Superintendents Association costs
The facility time costs for last year for all police staff including PCSO’s are:-
£77,283.20 (including all on-costs)
(2020/21 was £68, 969.00, 2019/20 was £40,281.07 and 2018/19 40,102.32)
0.21 % of the total wage bill for all police staff including PCSOs employed by the Chief Constable (2020/ 21 was 0.20%, 2019/20 was 0.14%, 2018/19 was 0.25 % of the total wage bill for all police staff employed by the Chief Constable)
