I write in connection with your request for information dated 30th August 2019 and received by this office on that date. Below are the questions raised in your request, and our response.
Under the Freedom of Information Act 2000 please would you disclose the following information.
In relation to both complaints and conduct matters involving members of Cleveland Police, please provide the number of voluntary referrals made by Cleveland Police to the IOPC (and formerly the IPCC) in the calendar years 2016 - 2019:-
a) We have made enquiries within the force and the below figures relate only to voluntary referrals.

Please note in accordance with both statute and IOPC statutory guidance “voluntary referrals” do not include “mandatory referrals”.
