Dear Sir/Madam
Enquiry Reference: 711 - 24
I write in connection with regards to your Freedom of Information request, firstly please accept my apology for the delay. Below is your request and our response.
1) The College of Policing requirements for Information Management specify that each UK police force must have an Information Management Strategy (IMS):
Please provide a copy of your local Police Force's IMS.
2) Please provide your Policy relating to the Management of Intelligence. As an example, I have attached Surrey's and Sussex's Policy.
3) Do you use the same system for crime and intelligence recording? What are the name(s) of the system?
4) In accordance with the National Intelligence Model, all intelligence should be handled using the 3x5x2 grading system, in which three source gradings exist; Reliable, Untested and Unreliable. In order to supplement National documents, an example of which I have attached and information available from National Policing College, via weblink:
https://www.college.police.uk/app/intelligence-management/intelligence-report — what internal written material on the subject of intelligence has been produced by your Police Force (i.e. Guidance/a Handbook/Aide Memoire/Page on your Intranet or similar in nature) and is available to assist your officers? Please provide a copy of the information
The Cleveland Police response to your request is unique and it should be noted that Police Forces do not use generic systems or identical procedures to capture and record data therefore responses from Cleveland Police should not be used as a comparison with any other force response you receive.
If you are not satisfied with this response or any actions taken in dealing with your request, you have the right to request an independent internal review of your case under our review procedure. The Freedom of Information Code of Practice (see below link) states that a request for internal review should be made within 20 working days of the date on this response or 40 working days if extenuating circumstances to account for the delay can be evidenced. Public authorities are not obliged to accept internal reviews after this date.
