I write in connection with regards to your Freedom of Information request. Below is your request and our response.
REQUEST 1:

Could you provide an estimate for the average number of hours spent reviewing CCTV footage in Violence Against the Person (inclusive of all sub-categories) criminal investigations, from January 2024 to June 2024?
This only applies to cases where CCTV footage is available. I understand that this may mean manually examining crime records to see if time spent reviewing CCTV was recorded. If this is the case, please review the maximum amount you can while still falling under the “Appropriate Limits and Fees” Regulation threshold, and use that amount as your sample size.

Referring to crimes that took place in schools, nurseries/kindergartens, hospitals/hospices, and care homes - in the first half of 2024, in what proportion of cases did your teams find that the CCTV in question was not available or existent to corroborate the reported incident?
Again, if this requires manual examination of crime records, please only examine the maximum amount permitted under "Appropriate Limits and Fees", and use that amount as your sample size.

Referring to crimes that took place in schools, nurseries/kindergartens, hospitals/hospices, and care homes - in the first half of 2024, how many police hours on average were spent reviewing available CCTV footage (Force, Local Authority, or Private) to aid the investigation?
Again, if this requires manual examination of crime records, please only examine the maximum amount permitted under "Appropriate Limits and Fees", and use that amount as your sample size.
Enquiries have been made withing the force and we do not routinely log hours / time spent by Officers and Staff on reviewing footage and we do not have any records or statistics of this specific nature.
We are not obliged to generate new information in order to respond to a FOI request
The Cleveland Police response to your request is unique and it should be noted that Police Forces do not use generic systems or identical procedures to capture and record data therefore responses from Cleveland Police should not be used as a comparison with any other force response you receive.
If you are not satisfied with this response or any actions taken in dealing with your request, you have the right to request an independent internal review of your case under our review procedure. The Freedom of Information Code of Practice (see below link) states that a request for internal review should be made within 20 working days of the date on this response or 40 working days if extenuating circumstances to account for the delay can be evidenced. Public authorities are not obliged to accept internal reviews after this date.
