Officers from Cleveland Police’s MATRIX team were responding to reports of drug dealing in the town.
The 18-year-old and 25-year-old spotted police while on Dugdale Street and made off from the scene in a stolen vehicle.
Officers, alongside air support, then followed the men towards Middlesbrough town centre.
The men stopped and fled but were shortly detained and arrested on suspicion of driving offences.
The men were taken into police custody and the vehicle was recovered by officers.
The 18-year-old has been released on condition bail and the 25-year-old has been released without charge.
The incident took place at approximately 11.15am on Tuesday 6 February.
