At 12.50pm on Saturday 20 December police were called to Suggitt Street following reports of a man on the roof of one of the buildings throwing items.
Officers engaged with the man who has since come down from the roof. He has been arrested on suspicion of attempted grievious bodily harm and taken to police custody.
Residents can now leave their property and the road closure is in place on Harcourt Street and Duke Street has been lifted.
