The purpose of this statement is to give clarity to the way the two organisations, the police and crime commissioner and chief constable, will be governed both jointly and separately, to do business in the right way, for the right reason at the right time.
The core principles adopted by both organisations are those highlighted by the good governance standard for public services:

Cleveland Police has an established Corporate Governance Framework (as above) through which the Chief can be assured that the Force's systems, policies and people are focused in a way that is driving the delivery of agreed priorities. Along with focus on key risks to the delivery of those priorities, the governance framework also provides assurance that the Froce operates in an efficient and effective manner.
This statement meets the requirements of Accounts and Audit Regulations 2015, regulation 6(1)b, which requires all relevant bodies to prepare an annual governance statement.
